Job Summary
Reporting to the Manager, Capital & Development Finance, this position is responsible for input into the preparation and implementation of the Region’s Development Charges By-law(s), Financial Plans, Service Extensions and Local Improvements, including policy review/preparation, DC revenue collections, DC relief requests, DC Complaints process, and various related reporting, while ensuring compliance with governing legislation and policies.
Duties & Responsibilities
Responsible for the co-ordination of the Background Study/DC By-law consultation process, with internal staff, DC Advisory Committee and stakeholders.
Undertakes research, analysis and policy input into the preparation of the DC By-law(s), including related Background Studies.
Responsible for administering the DC By-law(s), ensuring they are correctly and consistently implemented and interpreted, including comments on planning applications, DC collections through local municipalities, development agreements, installment and deferral agreements and any other timing of payment as outlined in the DC By-law(s) and legislation.
Co-ordinates and liaises with the local municipalities and internal departments involved with development review and the implementation of the allocation agreements and DC collection processes at the various levels (i.e. through planning approvals, agreements, building permit).
Responsible for the administration of the financing/collection aspects of the Regional service extension policy, and noise attenuation policy, including input into public consultations and Council report preparation.
Oversees the provision of analytical data to update and implement the Regional development charge by-laws, including provision of various analyses and policy/information research.
Oversees and performs semi-annual and year-end tasks related to development charge collections, service extensions and local improvements required for various reporting, including the annual financial reporting of the Corporation.
Advises senior management on development finance policy related matters.
Develops, trains and mentors staff.
Performs other duties as assigned.
Skills & Qualifications
Essential
Undergraduate Degree in Public Administration, Business Administration or a related discipline with an emphasis in development financing or planning.
Knowledge of development charge processes, capital infrastructure and development review planning processes (including development agreements) from a development finance perspective in a municipal environment.
Knowledge of key legislation (Development Charges Act and it's Regulations) as well as a good understanding of other related legislation (Official Plan, Planning Act, Municipal Act).
Demonstrated expertise in preparation of related policies and procedures.
Exceptional communication skills, motivator and team builder with an aptitude for learning and adapting to change.
Excellent oral, written and organizational skills are necessary.
A combination of education and experience will be considered.
Preferred
Minimum of five (5) years relevant experience.
Minimum of two (2) years progressive supervisory experience.
