The Canadian Race Relations Foundation

The Canadian Race Relations Foundation (CRRF) was created in 1996 to reaffirm the principles of justice and equality for all in Canada. The CRRF's mandate is to facilitate throughout Canada the development, sharing, and application of knowledge and expertise to eliminate racism and all forms of racial discrimination in Canadian society.

The Public Policy Manager is an experienced and skilled policy practitioner. This individual will work closely with and report to the Director of Public Policy to track emerging trends and issues in public policy in Canada and other jurisdictions. The successful candidate will develop public policy briefs and provide advice and recommendations on policies affecting race relations in Canada. The Manager will support the public policy department's work on researching and analyzing innovative policy solutions, specifically focused on eliminating systemic racism and discrimination, and combatting hate.

Hours: 35 hours per week
Ability to travel and attend weekends, early morning and evening meetings required

Work location: Hybrid working setting but may return to work on site as required

Salary: $77,267-$92, 720 per annum. CRRF is a unionized workplace and the position, and its salary are subject to a Collective Agreement.
CRRF offers a comprehensive benefits package, which includes three weeks of vacation, two Personal Floating Days, sick days and 4% of annual income towards RRSP plan, and life, disability, medical and dental care insurance.

Probationary Period: 90 days.

Responsibilities:
Project management and delivery
  • Leads the development of policy products, projects, information sharing and gathering tools, jurisdictional scans.
  • Plans and oversees project deliverables.
  • Supports the Director of Public Policy with the planning, implementation, delivery and monitoring of anti-racism and anti-hate related initiatives.
  • Organizes meetings, prepares minutes, and documents progress and challenges.
  • Updates the Director of Public Policy on initiatives and prepares reports to track progress.
  • Prepares necessary resources and tools, based on relevant legislation and best practices, to support the successful implementation of anti-racism and anti-hate initiatives.
  • Perform other job-related duties as assigned.
Policy research, analysis, and development
  • Provide practice advice and in the capacity of a policy strategist and practitioner.
  • Advise the Director on public policy issues related to the Foundation’s core areas of business and department specific work.
  • Prepare briefs and reports that outline the implications of proposed policy or legislative changes that impact the Foundation’s key areas of work.
  • Perform research on topics related to public policy issues to develop informed opinions about potential courses of action and conduct analysis on public policy issues and key stakeholders.
  • Track and inform the public policy team of relevant policy debates, trends, policies and changes that impact CRRF’s strategy and policy direction.
  • Keep up to date with pertinent legislation, trends and developments in government policy and determine relevancy to CRRF’s policy direction.
Engagement and Outreach
  • Liaise with the government, regulatory agencies, and international organisations building and maintaining relationships with local communities, Provincial and Federal departments, NGOs, academics, media, and other relevant organisations. 
  • Participate and lead meetings with stakeholders to discuss relevant issues affecting the Foundation’s key areas of work; Help facilitate high-level meetings with key stakeholders to promote and advocate the priorities of CRRF and its clients.
  • Lead and support the preparation of internal and external facing policy-related resources such as persuasive letters, factsheets, briefs, press briefings, consultation responses and reports for use by the CRRF, and organize campaigns and events to advance those messages.
Qualifications:
  • A post-secondary degree in a related field (e.g., Political Science, Restorative justice, Racial justice, or Decolonization); Or equivalent work experience and skills in conjunction with Indigenous cultural experience.
  • Experience with the traumatic impacts of racism and institutional/systemic knowledge of anti-racism.
  • A minimum of 3 years of experience in a similar role, with exposure to legislative environments and working on high stakes projects simultaneously.
  • In-depth working knowledge of the policymaking procedures and political landscape on the elimination of systemic racism including relevant legislation Project management skills to plan and manage the development and implementation of Anti-Racism initiatives, programs, projects, and activities.
  • Excellent communication skills (written and verbal), with experience in public speaking, writing, and a demonstrated ability to communicate policy issues to the media and the public.
  • Ability to research on topics and issues to create policy proposals that assist the Public Policy Department.
  • Ability to undertake a wide range and variety of tasks with conflicting deadlines and manage changing priorities.
  • Detail-oriented, self-initiating, well-organized, and capable of managing multiple projects simultaneously and independently in a fast-paced environment.
  • Proficiency with Microsoft Office (Outlook, PowerPoint, Word, Excel) and other digital tools and applications. Comfortable using Zoom and other platforms as required for hosting online meetings and events.
  • Proficiency in French is an asset.

  • Ability to travel for the purposes of project delivery.
