About the Role
At Family Services of Greater Vancouver, we’ve been helping people in crisis since 1928. As a non-profit, we help people develop skills and knowledge, empowering our neighbours to create positive change in their lives. Our team is made up of more than 420 staff, including expert counsellors and support workers who provide compassionate, client-centred care to youth experiencing homelessness, families and children impacted by trauma, victims of domestic violence, and other vulnerable people from an evidence-based, trauma-informed lens. The Program Manager is responsible for the management, quality, and supervision of the designated program areas. As a member of the management team, the Program Manager provides supervision to staff members, participates in budgeting and manages within their budget, as well as fostering relationships with funders and other internal and multidisciplinary external parties. The manager will work with colleagues and co-workers in collaboration with key internal and external stakeholders to achieve excellence in client and family centred care, within a complex multi-site environment that extends to the community.  This role assists in researching, developing and writing funding proposals for programs to ensure the continuous delivery of service as well as developing new initiatives in the victim support service area that are in alignment with the strategic direction of the program and Agency.  It actively supports the Agency’s awareness and goals around diversity and inclusion.

Work Hours: 35 hours per week (Full-time)

Salary: MGP5 annual gross salary ranging $85,631 to $94,949.40 on experience

Location: Lower Mainland (primarily Vancouver, New West, Burnaby, Richmond) with the possibility of working in a Hybrid environment

What you bring:
Education, Training, Experience
  • A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline such as Social Work, Counselling, Psychology, Human Sciences or other related field
  • 5-7 years of recent, related experience in a leadership role, working in Victim Services and closely with police or MCFD
  • 5+ years’ experience providing supervision, or 10+ years of experience providing client assessment and direct support to clients who have experienced violence
  • Experience and knowledge of program management, financial management, team building and supervision
Knowledge, Skills, Abilities
  • Awareness of community services, resources and systems and ability to work with these; competence in working with a multi-cultural community.
  • Strong understanding of victim support services and program management and development, including crisis intervention and emotional support, information, advocacy and support to victims of violence navigating the justice system and social services.
  • Knowledge of current counselling theories, strategies, and practices around victim services, trauma, and sexual and domestic abuse.
  • Proven ability to supervise teams of victim service workers and administrative staff.
  • Strong ability to collaborate with internal and external stakeholders; to develop, manage and evaluate clinical programs considering client needs, service delivery interrelationships, and service potential within a complex, multi-site environment.
  • Demonstrated ability to work cooperatively and effectively with justice system personnel and other victim service and community programs.
  • A committed ability to keep informed about evolving trends and best practices, share knowledge, and support staff to integrate innovation into the delivery of quality care/services.
  • Ability to understand available resources for programs and keep quality in the forefront of all resource utilization decisions; providing feedback and detailed analysis on budget variances, and making recommendations for corrective action.
  • Ability to attend to the details of individual projects within the program and balance competing priorities, while maintaining focus on the long-term program plan.
  • Ability to function both independently and as a member of a professional team.
  • Basic computer literacy with MS Office (word processing, spreadsheet and/or database)
Additional Requirements
  • Current registration with appropriate counselling professional body/association is an asset
  • Training in clinical supervision is considered an asset
  • Knowledge of CARF accreditation requirements is considered an asset
  • Successful completion of Criminal Record Check
  • Valid driver’s license and/or reliable access to transportation to travel between locations.
  • May require Enhanced Security Clearances for both the Vancouver Police Department and the New Westminster Police Department.
