Manager, Parliamentary Simulation Program - CIVIX

We’re looking for an ambitious, dynamic, and highly organized Program Manager to lead an innovative two-part Parliamentary Simulation Program. This role blends event planning, resource development, stakeholder engagement, and outreach to deliver real-world civic learning experiences for youth.

CIVIX is a national charity committed to strengthening democracy through civic education. Our programs offer students hands-on learning opportunities that focus on elections, government budgets, elected representatives, civic discourse, and digital media literacy.
We believe civic education is the foundation of a healthy democracy, and our approach brings it to life by helping students experience democracy first-hand, not just read about it in a textbook.
What You’ll Do
As Program Manager, you’ll lead two major initiatives:
National Youth Parliament (In-Person Event)

Plan and coordinate logistics for a 4-day simulation event in Ottawa, including accommodations, guest speakers, and programming.

Support and facilitate volunteer organizing committee meetings and consultant collaboration.

Oversee the development of a public-facing website with program details.

Design and manage the entire application process, including online forms, selection criteria, review and evaluation.

Coordinate applicant review and communications.

Lead outreach efforts to schools and community organizations.

Facilitate meetings to shape simulated debates and assign leadership roles (e.g., parliamentary executive, ministers).

Recruit and manage chaperones for the event (educators).

Coordinate travel arrangements and provide ongoing communication to participants.

Manage all on-site logistics and activities during the event.

Conduct pre- and post-event evaluations to assess impact and satisfaction.
Classroom Parliamentary Simulation (School Program)

Review and assess existing resources on parliamentary simulations.

Support the development of a new curriculum tailored for classroom settings.

Coordinate educator review of draft materials.

Lead a pilot phase in 10+ schools, including data collection and feedback analysis.

Refine project design and content based on results.

Promote the program through outreach to schools and school boards.

Organize virtual and in-person training events for educators.

Administer evaluation tools and analyze program impact.

Proven experience in project management, preferably in education, youth engagement, or event planning

Excellent organizational and communication skills

Ability to balance multiple deadlines and stakeholders effectively

Experience working with educators, volunteers, youth-serving organizations, and/or public institutions

Comfort with digital tools (e.g. project management platforms, data collection tools, website CMS, spreadsheets)

Bilingualism (English and French) is a strong asset

Experience with educational simulations, especially parliamentary simulations, is an asset
The Role & Perks
Term: 18-month full-time contract
Location: Toronto, ON (3–4 days per week at our head office)
Hours: 35–40 hours per week, some evening and weekend work will be required, as well as travel
Salary: $28–$32/hour, based on experience
