The Manager of Employment Services is responsible for the overall development and implementation of the Workplace Integration Strategy and for the supervision of the Employment Services team. NCC’s employment services support newcomers to secure meaningful employment and work with employers to facilitate opportunities for newcomers in inclusive workplaces.

Duties & Responsibilities:
Program Coordination & Delivery
- Lead the design, implementation and updating of the Workplace Integration Strategy in collaboration with the Director of Client Services, the Employment Services team and other relevant NCC staff, with the goal of
- Coordinating the delivery of NCC employment programs, events and services
- Developing and implementing employment services action plans that reflect the changing demographics of the community and the economic needs and opportunities in our region
- Designing a measurement framework to collect outcome indicators and program information to track progress and ensure that targets are met
- Lead the Employment Services team to design and implement innovative solutions to further the objective of workplace integration
- Ensure proper delivery of all employment services including employment counselling, information and referral, as well as referrals for language assessment and training
- Develop and deliver employer-centred workshops as determined by program requirements and needs analyses
- Actively monitor labour market needs and respond by updating the Workplace Integration Strategy
- Work with the Employment Services team on the creation of manuals and guidelines for employment services
- Develop, implement and monitor outcomes evaluations of programs as required
- Engage in the implementation of priorities identified in the Peterborough Immigration Partnership strategy and workplan
- Ensure that all employment data needed for reports and proposals is recorded accurately and comprehensively
- Work with Director of Client Services to create and implement relevant program budgets, and to initiate and support grant applications
- Draft reports to stakeholders as required
- Ensure the employment sections of the website and Office Manual are up-to-date and accurate
- Liaise with other Managers to provide information, resources and training to staff in other programs, and to ensure a smooth referral process between in-house services
- Supervise the Employment Services team and any employment-related placement student positions
- Create annual performance plans and/or workplans for supervisees
- Provide supervisees with regular feedback/check-in sessions and performance appraisals.
- Assist supervisees with management and prioritization of workload
- Provide training and professional development opportunities for staff as determined by requests, requirements and identified needs
- Advise Director of Client Services of the capacity of the employment team, and any resource needs including further human resources
- Actively engage employers, community and partner agencies in job creation and development
- Develop and steward relationships with local and regional employers with the goal of job development for newcomer clients
- Communicate with internal and external stakeholders through facilitation and/or participation in advisory and working group meetings
- Attend networking events and act as a liaison between newcomer clients and employers in the Peterborough region
- Advance the promotion of immigrant integration within the Peterborough community through policy meetings, committee membership, and community discussions
- Support the mandate of the New Canadians Centre Peterborough
- Assist in organizing and/or participate in New Canadians Centre Peterborough events and meetings
- Complete required documentation such as expense reports, timesheets
- Create and maintain a position-specific manual
- Other duties as assigned
Experience
- Post-secondary degree/diploma in a field related to Career Development, Business Administration, Program Development, Social Services, or equivalent experience, is required. A background in economic development and/or employer liaison experience will be highly valued.
- Three to five years’ experience in employment services or related services is required
- Experience with staff supervision is strongly preferred
- Experience in newcomer and ethno-racial employment issues and research is an asset
- Experience in economic and business development, analysis of labour market trends and related literature, and ability to make linkages to program development is an asset
- Direct experience working with employers and immigrants, refugees and newcomers in a non-profit setting is an asset
- Familiarity with funding proposals is an asset
- Experience in needs assessment and outcomes measurement is an asset
- Knowledge of community resources and immigration issues
- Understanding and empathy for the struggles which immigrants, refugees and newcomers face in starting a new life in Canada
- Excellent written and verbal communication skills applicable to a multicultural setting, including the ability to persuasively advocate for issues related to workplace integration of immigrants, refugees and newcomers
- Understanding of anti-oppressive language and concepts including power, privilege, intersectionality, and racism
- Strong research, organizational, problem solving and time management skills
- Ability to maintain confidentiality and handle important documents in a sensitive manner
- Demonstrated ability to keep accurate records, write reports and meet deadlines
- Proficiency in use of computers and Microsoft Office applications, including Microsoft Excel and Microsoft Access, and data management
- Experience with conflict resolution and mediation an asset
- Proficiency in more than one language is considered an asset
- Ability to work flexible hours, including evenings and weekends
- Current Criminal Reference check with vulnerable sector screening.
- Ability and willingness to travel to related seminars, conferences, training, meetings, etc.
- Valid Ontario Class G Driver’s License, and access to a vehicle is required
