Manager, Newcomer Services - For Youth Initiative

Position Summary:
The Manager of Newcomer Services will lead the delivery and successful execution of FYI’s newcomer-focused programming, ensuring effective, inclusive, and culturally responsive services for newcomer youth and families. This position oversees frontline operations across newcomer programming, including case management, workshop facilitation, community outreach, partnership development, program evaluation, data collection and reporting.

The Manager will be responsible for designing and implementing programming, building strong cross-sectoral partnerships, ensuring a comprehensive wraparound support network tailored to the unique and evolving needs of newcomer communities. The Manager will supervise day-to-day activities of the Newcomer Services team, provide coaching and oversight to staff, and ensure quality service delivery.

Additionally, the Manager will support program monitoring, evaluation, and reporting, and will collaborate with the Director of Programs and Operations to contribute to funding applications and grant proposals to sustain and expand the department's impact.

Program Summary:
For Youth Initiative is a non-profit organization that has served, inspired and advocated for thousands of teens and young adults in York South-Weston since 1995. We provide year-around services and programs to local youth to meet their needs and empower them to reach their full potential. Every young person’s journey is unique, and their needs are too. Our case management model supports young people regardless of where they come from and helps them get to where they want to be. Our programs and services are designed to support youth to graduate high school, enroll in postsecondary education, gain employment and prepare for adulthood.

For Youth Initiative (FYI) is committed to supporting newcomer youth and their families as they navigate the challenges of resettlement and integration in Canada. The Newcomer Program provides holistic, culturally responsive, and youth-centered services that promote inclusion, well-being, and long-term success.
The program offers case management, settlement support, employment readiness, educational workshops, leadership development, and community engagement opportunities. It aims to reduce barriers faced by immigrant and refugee youth by fostering belonging, enhancing life skills, and building connections to community resources.

Through collaboration with schools, community partners, and families, the Newcomer Services team ensures that youth receive coordinated support tailored to their unique experiences and aspirations. The program also advocates for systemic change by amplifying the voices and needs of newcomer communities in service planning and delivery.

Main Tasks & Responsibilities:
Program Development and Implementation
  • Develop and design programs and services aligned with FYI’s 2025-28 Strategic Plan and relevant funding agreements
  • Support in the revision and implementation of FYI’s professional practice manual
  • Lead settlement program team in implementing program activities and events
  • Ensure program staff are engaging in necessary data collection and monitoring activities to capture participant statistics and records for reporting and evaluation purposes
  • Develop and maintain a strong partnership  and referral network to support the evolving needs of newcomer clients
  • Develop strategies to improve program quality and effectiveness in accordance with desired program outcomes and objectives
  • Collaborate with program team to develop innovative and effective outreach activities
  • Provide monthly reports to the Director of Programs and Operations, and to program funders as required  
Program Team Supervision
  • Monitor and evaluate performance of program team members
  • Support program staff by assisting in programming when required
  • Ensures programs and services are staffed adequately
  • Conduct periodic check-in meetings and provide coaching where needed
  • Review and submit program team timesheets and transportation reimbursement requests
  • Support training and onboarding of new program team members
  • Support employees to establish annual performance goals and growth and development plans
  • Monitor employee progress and facilitate access to on-the-job training, mentorship and external professional development opportunities in support of achieving employee goals
Program Administration
  • Manage program budgets and handle petty cash
  • Manage program team schedules
  • Support Director, Programs and Operations and Development Director with grant proposals and funder reports
  • Develop necessary administrative processes as fulfill other administrative duties as required
Program Evaluation:
  • Lead the centralization and coordination of data collection and evaluation tools across the Newcomer Services team to ensure consistency and accuracy in program reporting.
  • Support frontline staff in the effective collection, entry, and analysis of program data, ensuring all newcomer-related data is captured in alignment with funder requirements.
  • Maintain a strong understanding of Immigration, Refugees and Citizenship Canada (IRCC) and Ministry of Labour, Immigration, Training and Skills Development (MLITSD) priorities, outcomes, and reporting frameworks.
  • Ensure accurate and timely reporting through the IRCC’s iCARE system, with a focus on data integrity and compliance.
  • Apply knowledge of settlement services and newcomer needs to inform data practices and support program evaluation.
  • Provide training and ongoing technical support to staff on data collection tools, performance indicators, and outcome measurement strategies.
  • Collaborate with the Program Director to analyze data trends and prepare evaluation reports for internal and external stakeholders.
Required Education:
  • The minimum level of education preferred is a minimum of a bachelor's degree in social work/social services, Child & Youth Care, or equivalent degree in a related field.  
  • A Master of Social Work (MSW) degree is considered a strong asset.
  • Must be a registered member in good standing with a recognized regulatory body in Ontario (e.g., Ontario College of Social Workers and Social Service Workers (OCSWSSW) or the College of Registered Psychotherapists of Ontario (CRPO)).
  • Must have a valid Vulnerable Clearance Check
Required Experience (2 years minimum):
  • Coordinating program and managing multiple priorities
  • Organizational development particularly with young people in a non-profit context
  • Working from an outcome and evidence-based programming model
  • Developing and maintaining partnerships from private, public, and non-profit sector
  • Developing grant applications for governments, foundations, and corporate entities
  • Working with culturally diverse youth
  • Understanding of leadership skill development programs and services for teenaged youth
  • Understanding of settlement supports necessary and available for high school-aged youth
  • Knowledge and experience working within an anti-oppression and anti-racist framework
  • Proficiency working with Microsoft Office Suite, client records software, Google applications, social media, etc.
Working Conditions:
  • Works regular hours from 10:00am – 6:00pm with some requirements to work extended hours as needed
  • Works from FYI, 1652 Keele Street or OV , and may be required to work from other locations based on funder or program changing requirements

  • Experience and knowledge of using regular office equipment's including computers, photocopiers, printers,
  • projector, fax, etc.
Working Relationships:
  • Reports to the Director, Program & Operations
  • Supervises 2 FTE Newcomer Case Workers, and 1 FTE Newcomer Employment Case Worker
  • Will work with and support colleagues, including placement students, to complete tasks.
  • The position interacts with staff, supervisors, managers, volunteers of FYI, the general public, partner organizations, corporate partners, and other organizations.
Location:   
  • Splits time between FYI Head Office (1652 Keele Street) and FYI on Oakwood (504 Oakwood Avenue), and may be required to work from other locations based on funders or programs changing requirements
