Position Title: Manager, LINC Program
Reporting to: Executive Director
Working Hours: 40 hours per week, Monday to Friday. This position also requires working outside of regular operational hours including evenings and weekends.
Work location: This position requires onsite work.
Duration: This is a full-time permanent position
Salary: $75,000 - $80,000 per annum including a robust benefits package

JOB SUMMARY
Reporting to the Executive Director, the LINC Program Manager oversees the coordination and administration of all aspects of the ongoing language programs (LINC & ELT) including planning, supervising, strategizing, evaluating, reporting, organizing, staffing and leading the program. The incumbent ensures the responsibilities of all the staff in the program are in accordance with the LINC /ELT contracts, by using the current Operational Guidelines of the programs and within mandates of the funder.
RESPONSIBILITIES

Supervises staff, administers the operations of the LINC/ELT/CNC programs and provides leadership in the development and delivery of programs

Manages Language programs (e.g. LINC, ELT, CNC)

Responsible for hiring, training, evaluating, and disciplining staff, students and volunteers

Reviews, monitors, evaluates and researches established programs to ensure that quality service is provided and meets funder and partner's obligations

Develops, liaises and maintains a productive working relationship with other professionals, funders, partners and other service providers.

Monitors maintenance and cleaning of LINC locations and communicates any urgent or emergency repairs with internal or external providers

Provides leadership to instructors in the delivery of the LINC program, including PBLA and CLB framework. As well as CNC staff in the compliance of CNC requirements.

Ensures that all organizational timelines are met (for grant applications, monthly, quarterly, and annual reports, and performance appraisals).

Provides input into the development of the program's budget. Monitors, controls, and approves budgetary expenses within allowable limits

Researches, develops, prepares, recommends, and implements new programs and services

Develops and writes funding proposals in collaboration with Fund Development Manager and ED.

Advocates and promotes the programs and services within and outside the organization to both private and public sector

Participates in organization meetings and other community meetings

QUALIFICATIONS

Post-secondary degree in a related field

Accreditation by TESL Ontario and ESL teaching experience an asset.

Minimum two (2) years' leadership experience in directly managing people. Preference will be given if this experience was obtained in a language instructions setting

Five (5) years of experience in non-profit operations with working knowledge of the LINC program and Canadian Language Benchmarks

Demonstrated knowledge of Portfolio Based Language Training

Demonstrated experience in financial management, organizational, analytical and decision-making skills

Excellent communication and interpersonal skills. The ability to communicate in other languages is an asset

Demonstrated ability to liaise with community organizations and government

Sensitive to and aware of the social problems facing immigrants/ refugees and asylum seekers

Extensive knowledge of HARTS and ICARE with the ability to troubleshoot effectively

Proficiency in Virtual Classroom environments; Virtual communication tools such as Zoom and Microsoft Teams and in Windows environment
