SCOPE OF POSITION:

Reporting to the Director, Finance and Operations, the Manager, Information Technology and Operations (IT/O) is responsible for overseeing and managing Oxfam Canada’s information technology and systems including cybersecurity, infrastructure, and building operations management. They will lead, motivate, coach, mentor and performance manage the IT and Operations staff to ensure departmental effectiveness and productivity.   The Manager, IT/O is highly self-motivated with an exceptional customer service orientation and experienced working in a team-oriented, collaborative environment.

The Manager, IT/O, in conjunction with the IT staff, will plan, develop, and manage all IT and operational services, programs, and support throughout the organization ensuring the confidentiality and integrity of information and systems. They oversee the development and implementation of the use of technology throughout the organization working closely with staff to assess user requirements, recommend practical solutions, and lead organization-wide efforts to improve the effective use of technology.

The Manager, IT/O will keep informed and stay abreast of relevant technologies and provide recommendations for the improvement and growth of the IT infrastructure and systems. They provide advice and support to management in the assessment and application of technology initiatives; building operations, and overseas environmental stewardship planning The Manager, IT/O is responsible for hardware and software acquisitions, implementation, development, and maintenance as well as system documentation. In conjunction with the Director, Finance & Operations, the Manager, IT/O is responsible for preparing the departmental budget and cost analysis, identifying policy and security risks, and developing technical standards and resources. The Manager, IT/O shall provide strategic recommendations based on research and analysis.
 

MAJOR RESPONSIBILITIES:
(This is not an exhaustive list of duties to be performed)

Information Technology and Systems

  • Provide overall oversight for IT and Systems including strategic and operational components to ensure optimal performance and alignment with the organizational strategic plan.
  • Oversee data and information security, storage and management including policies for cloud-based and network systems.
  • Prepare budget and cost analysis in consultation with Director, Finance & Operations.
  • Research, design, deploy, and optimize IT systems in order to meet Oxfam business needs.
  • Assist management with the direction and facilitation of IT strategic and tactical planning.
  • Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.
  • Create and deliver a business case for technology acquisitions.
  • Liaises with vendors and service providers to ensure efficient and cost-effective acquisition of technology purchases.
  • Develop and oversee policy related to compliance, technology and risk and develop response plans for data loss or breach.

Employee Support/Customer Service

  • Ensure a strong focus on customer service and positive end-user experience.
  • Work well and build relationships with a wide range of individuals throughout the organization to provide support, coaching, and direction in IT systems.
  • Oversee the development and application of consistent and effective information and technology-related policies, procedures, guidelines, and standards.
  • Evaluate training requirements and oversee the development and implementation of training programs to ensure users possess the required knowledge of systems application, operations and capabilities.
  • Evaluate the effectiveness of services provided and recommend changes to meet users’ needs;
  • Process and track user requests for service related to IT; record problem areas, maintain a record of solutions and provide solution feedback to users.

Risk Management and Cybersecurity

  • Ensure robust Information technology and information systems (IT) backup and recovery processes.
  • Develop, implement and maintain a comprehensive cybersecurity program and contingency plan.
  • Assume responsibility for the integrity of the IT and operations systems.
  • Ensure adherence to software licensing laws and requirements.
  • Report on risk management issues as they relate to systems, including the security of confidential information.
  • Ensure routine backup and archival of files to assist with disaster recovery.
  • Oversee the implementation and operation of the backup management plan for all information technology and information system services.
  • As required, act as backup for the IT Administrator and Operations Officer.

Operations

  • Oversee overall building property management services including the preparation and management of the associated budget.
  • Maintain safe, efficient, ecologically sustainable working environment processes and systems on the organization’s premises and ensuring adherence to applicable laws and regulations, including health and safety and fire safety.
  • Develop, maintain and manage a system to ensure proactive and preventive maintenance of premises and mechanical/electrical systems (cleaning, plumbing, electrical, HVAC, fire equipment, alarm system, etc.).
  • Provide guidance on procurement processes and contract negotiations for building equipment, repairs and maintenance.
  • Respond to building operations emergency calls.
  • Oversee the management of the access control security systems including responding to alarm monitoring calls.
  • In consultation with the Director, ensure proper insurance coverage for the organization’s premises and activities/events, including contents, occupants/visitors, Board of Directors members and management team, and ensure contractors have adequate liability insurance.
  • Oversee any insurance claim process when required.
  • Oversee tenant relations including communication, lease negotiations and problem solving.
  • Work with staff and tenants to promote energy-efficient and ecologically sustainable practices, and collect and analyze data on Oxfam’s ecological footprint.

REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES:

  • University degree in Computer Sciences, Computer Sciences Engineering, or the equivalent combination of education and experience;
  • Minimum five (5) years of experience in managing information technology, systems and operations and at least two (2) years in a management/supervisory role;
  • Demonstrated commitment to global justice, women’s rights, gender equality and social change;
  • Excellent written and verbal communication skills in English;
  • Self-motivated, directed, flexible, and adaptable;
  • Strong negotiation skills with vendors and service providers;
  • Effective leadership skills, with a strong focus on mentoring and motivating employees;
  • Sound interpersonal, communication and organizational skills with a focus on user experience; an excellent understanding of team building, work planning, customer service and budgeting is vital;
  • Demonstrated ability to develop and manage all stages of complex IT/IS projects and deliver outcomes;
  • Excellent technical, analytical and communication skills
  • Ability to communicate technical information in a format that enables users to understand;
  • Ability to identify issues and implement creative and strategic solutions to overcome problems;
  • Highly developed understanding of industry standards, regulations, and best practices;
  • Experience working in the not-for-profit sector is an asset;
  • Proven capacity to work in a self-directed manner as well as demonstrated capacity to work collaboratively in a team environment;
  • Demonstrated commitment to feminism, anti-racism, justice, equity, diversity and inclusion;
  • French language skills is an asset
