Purpose of Position
The successful candidate is responsible for overseeing the delivery of clinical services to a diverse group of youth with complex needs through a multi-disciplinary team approach that includes social workers and occupational therapists through oversight of the mental health / substance use program, and counseling service for individuals and families. Services are to be delivered utilizing a trauma informed, harm reduction approach. This position must ensure that services delivered are clinically sound, responsive to youth needs, consistent with evidence informed practice and compliant with agency policies and procedures. It is also their responsibility to ensure that human resource practices are consistent with agency policies and compliant with relevant legislation.
As a member of the program manager team, this position is also responsible for managing strategic initiatives as assigned and building clinical/ counseling capacity of program staff. Will play a lead role in managing service partnerships and various initiatives within the sector and wider service community.

Responsibilities:
•    Responsible for ensuring that services delivered to youth are consistent with Covenant principles, are clinically sound and consistent with evidence informed practice.
•    Responsible for playing a key role in monitoring and addressing quality assurance issues related to clinical services.
•    Responsible for ensuring that services provided to youth are co-coordinated with other service areas.
•    Responsible for identifying clinical trends, gaps in service and areas of program development.
•    Plays a lead role in the creative development of new services in response to identified trends, emerging needs.
•    Participates in the strategic planning process identifying objectives for program areas in their portfolio.
•    Participates in the Program Management team.
•    Responsible for collection of relevant statistical information for all programs
•    Responsible for building clinical/counseling capacity of program staff.
•    Responsible for managing service partnerships and various initiatives within the sector.
•    Ensure that all human resource policies are adhered to consistently throughout all program areas of responsibility
•    Provides leadership, sets expectations, promotes effective working relationships across program departments
•    Directly supervises, appraises and evaluates staff that comprise the Clinical Services team, including providing Clinical Supervision to staff performing the Controlled Act of Psychotherapy.
•    Recommend to Director on hiring, appraising, and terminating of all direct report staff.
•    Identify training needs of staff and recommend training sessions.
•    Provide leadership around team development for these program areas.
•    Demonstrate awareness of organization health and safety policy and procedures.
•    Integrates injury and illness prevention into all job activities.
•    Understands their specific responsibilities within the health and safety program.   

Qualifications:
•    B.S.W. or M.S.W plus minimum 5 years related working experience, including 2 years at a supervisory/program management level.  
•    Membership in Ontario College of Social Workers and Social Service Workers and meet CRPO's requirements for Clinical Supervision.
•    Training in and experience using trauma informed care.
•    Must have training in DBT and SFBT.
•    Experience with quality improvement projects and/or program evaluation.  
•    Demonstrated leadership, initiative, critical thinking and conflict resolution skills.
•    Ability to support staff from an Anti-Black racism, anti-oppression lens with a trauma informed, harm reduction approach and from a culturally safe perspective/framework is essential.
•    Demonstrated skills in human resource management.  
•    Excellent written and oral communication skills and computer literate.
