EMPLOYMENT COUNSELLOR/MANAGER

Times Change Women’s Employment Service is a non-profit community agency providing employment services, educational counselling, and digital skills training for women. We are seeking an experienced Employment Counsellor /Manager to join our team.
As an Employment Counsellor/Manager, the candidate will provide case management, one-on-one counselling, and group facilitation to diverse client groups facing multiple barriers to employment. They will be responsible for delivering all aspects of Employment Ontario’s Integrated Employment Services (IES), ensuring clients receive the necessary support to achieve sustainable employment. Success in this role is measured through meeting contractual deliverables, including individual and team Key Performance Indicators (KPIs) and Performance Based Funding (PBF) targets.
The candidate will also be a Collective member with management responsibilities. Times Change is a single-layer organization where the roles and responsibilities of management are carried out by Collective staff. In understanding this, we are looking for a candidate who brings strong knowledge, understanding and experience from the non-profit sector. We are specifically looking for an individual with exceptional leadership skills with a strong understanding of funders, such as Employment Ontario, and the Integrated Employment Services (IES) Model.
As an agency providing front line service to women, only those who are qualified and identify as women will be considered (reference: Section 24 (1) (a), Special Employment, Ontario Human Rights Code)
Responsibilities:
As an Employment Counsellor

Perform case management, including assessment, goal setting and the development of tailored Employment Action Plans (EAP), ongoing interventions, referrals to internal and external programs, and follow-ups

Conduct intake and needs assessment using Common Assessment Tool (CAT) tool to evaluate clients’ employment-related strengths, needs, skills, and goals

Provide individual or group-based employment counselling to assist clients with job search (e.g. development and critique of resumes, cover letters and LinkedIn profiles, interview coaching, and networking) and career decision making

Prepare and facilitate job search and employability workshops, and information sessions

Facilitate clients’ transition into sustainable employment, addressing barriers to job retention and meeting Performance Based Funding (PBF) milestones

Keep accurate client statistical records, including entering client case management information into EOIS-CaMS and FutureFit AI (FFAI) systems

Maintain accountability for monthly individual intake and employed targets

Develop service plans that demonstrate the coordination of appropriate interventions to support employment goals; apply a variety of counselling techniques

Help remove temporary barriers to employment by providing appropriate referrals, arranging financial supports, and engaging with employers on behalf of clients as needed

Work collaboratively as a team with Job Developers and Retention Specialists to ensure effective case management and achieve positive outcomes for clients
As a Manager:

As part of the Collective management team, take an active role in decision making, funding/fundraising activities, supervision of staff, participating in agency committees, and sharing responsibility for the day-to-day management of the agency including regular attendance at Collective meetings

Representing Times Change in external committees and community events
Qualifications
Required:
-
Post-secondary education in a related field, or equivalent experience

Management/leadership experience including an active role in decision-making, supervising staff/volunteers and performing other management responsibilities, as well as the ability to self-manage

Experience in client case management, career and job search counselling, with both groups and individuals: minimum three (3) years

Experience working in an Employment Ontario service delivery Environment and familiarity with the Integrated Employment Services (IES)

A deep understanding of personal and societal barriers to employment, especially in women, and the willingness and ability to work with clients towards overcoming these barriers and getting and keeping a job

Strong commitment to, and understanding of exceptional customer service and responsiveness towards both clients and the rest of the team

Strong workshop facilitation (in person and virtually), one-on-one counselling, communication, and interpersonal skills

Solid knowledge of current employment and labour market trends, including resume writing, interviewing, networking, and job search

Ability to compile and maintain statistics and meet monthly Employment Ontario targets

Equipped to work in a hybrid manner (i.e. remotely and in-person); adequate internet capabilities

Knowledge of online communication platforms, techniques, and tools (e.g. Zoom, OneDrive), social media such as LinkedIn, with an aptitude and willingness to learn and work with new technologies

Intermediate to advanced knowledge of Microsoft Office Suite

Familiarity with the Common Assessment Tool (CAT), EOIS-CaMS, and FutureFit AI (FFAI) systems is considered an asset.

Knowledge and/or connections with community resources and supports.

Comfortable speaking with employers to understand their needs/ perspective while advocating for clients

Strong administrative and communication skills, detail-oriented, and well-organized

Sensitivity to issues of diversity and a keen awareness of issues facing women

Police Check
Preferred:
-
More than five (5) years employment counselling experience and three (3) years of management experience

Experience within Employment Ontario’s Integrated Employment Services (IES) Model and strong knowledge of IES Guidelines

Knowledge of a Collective structure is an asset
Hours: 35 hours per week
Pay: $34.26 per hour plus extended health benefits
Start Date: August 5, 2025
This is a full-time, permanent and unionized position. Following a 6-month probation period, we offer RRSP savings, a defined benefit pension plan, and a generous extended health benefit package.
