Decision-Writing & Inquiries Administrator
The College of Optometrists of Ontario is recruiting for the permanent, full-time position of Decision-Writing & Inquiries Administrator (“Administrator”). The Administrator reports to the Senior Manager, Investigations & Resolutions and helps support the Inquiries, Complaints and Reports Committee (ICRC). The Administrator is responsible for the disposition stage of complaints and reports – attending all ICRC Panel case review meetings and preparing initial drafts of written decisions and reasons of the ICRC. The Administrator additionally assists the Investigations & Resolutions department to respond to telephone queries in a timely manner from the public.

Decision-Writing & Inquiries Administrator
The College of Optometrists of Ontario is recruiting for the permanent, full-time position of Decision-Writing & Inquiries Administrator (“Administrator”). The Administrator reports to the Senior Manager, Investigations & Resolutions and helps support the Inquiries, Complaints and Reports Committee (ICRC). The Administrator is responsible for the disposition stage of complaints and reports – attending all ICRC Panel case review meetings and preparing initial drafts of written decisions and reasons of the ICRC. The Administrator additionally assists the Investigations & Resolutions department to respond to telephone queries in a timely manner from the public.
Key Duties and Responsibilities:
- Prepares case summaries for all files scheduled for review by the ICRC prior to each meeting.
- Attends all ICRC meetings (approximately 9-10 each calendar year). The Administrator will take careful and thorough notes of the ICRC Panel’s deliberations of each case during these meetings and liaise with ICRC members if clarification or confirmation of the information discussed is needed.
- Drafts clear, accurate, and comprehensive decisions and reasons of the ICRC for the Senior Manager’s review in a timely manner and in accordance with any identified benchmarks. The Administrator uses plain language principles to explain clinical terms and sometimes sensitive concepts. In preparing these decisions, the Administrator is attentive to and conscious of the different parties that may read and rely on the written decision (i.e., complainant, registrant under investigation, appeals board/courts). The Administrator ensures that the draft decisions accurately reflect the ICRC Panel’s reasoning and disposition. The Administrator may be required to review voluminous file materials and research unfamiliar terms as a part of the writing process. Prior to submitting the draft decisions for the Senior Manager’s review, the Administrator will proofread the documentation for grammar, spelling, and completeness.
- Considers and incorporates into draft decisions any feedback and edits provided by the Senior Manager and the ICRC.
- Assists the department in responding to inquiries from the public (primarily by telephone) regarding the complaints process and other professional conduct issues.
- Contributes to team effectiveness and College success. The Administrator participates in team meetings; and provides input and ideas for improving the College’s investigations and resolutions processes. The Administrator may also be called upon to assist with and/or collaborate across the College on various projects.
- Performs other duties as assigned.

- Strong ability to write clearly, simply, and comprehensively and summarize pertinent information.
- Strong attention to detail and above-average proofreading skills.
- Ability to explain information in writing in an understandable way to diverse stakeholders.
- Ability to read and understand legal documents and clinical material is an asset.
- Excellent interpersonal and analytical skills.
- Ability to work independently as well as collaboratively, to prioritize and manage different and varied tasks simultaneously and meet deadlines.
- Willingness to engage in continuous improvement and self-development.
- Ability to deal with sensitive and confidential information using discretion, professionalism, and good judgment as this position has access to information, records, and documents where integrity and confidentiality are critical to protect the College’s interests, reputation, and processes.
- Excellent research and analytical skills for identifying information and issues of relevance.
- Bilingualism (French, English) an asset.
Qualifications:
- Post-secondary degree, preferably in public policy, law, legal studies, public administration, English, or health care, with a minimum of three years relevant investigations or writing experience, preferably in a regulatory environment.
- Knowledge of the Regulated Health Professions Act, 1991, the Optometry Act, 1991, as amended, and its regulations, as well as case law developments in health professional regulation.
- Proven ability to read and assimilate legislation.
- Proficiency in MS Office (Word, PowerPoint, Outlook, Mail Merge, Excel), database software, and case management tools.
- Experience as an investigator and/or with drafting decisions and reports and working with Committees in a health regulatory environment or an adjudicative body, are definite assets.
