Dixon Hall Neighbourhood Services (the Agency) is currently accepting applications from qualified candidates for the position of Director, Employment Services.  Reporting to the Chief Executive Officer (CEO), the Director, Employment Services is responsible for the implementation, management, supervision and evaluation of organization’s employment and training programs and for developing new social enterprise opportunities. As a member of the senior management team, the Director, Employment Services participates in strategic planning and budgeting initiatives.


  • Lead the Social Enterprise (SE), Employment Services (ES), and Literacy and Basic Skills (LBS) operations of the Employment Centre team.
  • Develop and nurture relationships with core funders and community partners.
  • Work closely with site partner, Toronto Employment and Social Services (TESS) to address operational issues such as customer service, Health and Safety, and time management.
  • Raise the community profile of The Agency Employment Services Centre with business owners/managers and potential clients.
  • Respond to RFPs and granting opportunities in collaboration with the Philanthropy/Resource Development team.
  • Track and direct expenditures in order to ensure spending levels (i.e. burn rate) remain within the variances established by funders.
  • Align program operations and outcomes with the objectives and goals of funders and partner agencies.
  • Develop, design, and deploy new programs in support of the community and funder goals; implement sector based strategies focused on workforce development.
  • Project trends in Social Enterprise, Employment Services, and Literacy and Basic Skills and government legislation and plan for Agency responses to these trends.
  • Collaborate cross-departmentally to advance the mission of the Agency and the effectiveness of other Agency departments.


  • Post-graduate degree in Business Administration (MBA), Economic Development and Innovation (MEDI), Public Policy (MPP), or a similar discipline or an undergraduate degree plus 5-7 years’ experience working in the employment services sector.
  • 8-10 years management experience; experience managing in a unionized environment is preferred.
  • Exceptional people management skills.
  • Excellent communication and interpersonal skills.
  • Strong knowledge and application of employment and labour market government policy and legislation as it applies to employment and training sector.
  • Strong strategic planning, service coordination and project management skills.
  • Experience conceptualizing and developing proposals for funding in a challenging employment market. Expertise with program planning and development, staff and program supervision, preparation of funding applications, budgets and reports.
  • Ability to work collaboratively with personnel at all levels across multiple programs/areas.
  • Ability to develop and maintain excellent relations with community organizations, networks and funders.
  • Strong written and verbal English language communication skills with a strong ability to exchange knowledge; fluency in additional languages will be considered an asset.
  • Superior organizational, analytical, problem solving abilities; able to manage multiple projects and deadlines, prioritize, take initiative.
  • Self-directed and independent, as well as proven experience in working effectively as an inter-disciplinary team member and in collaboration with other community professionals.
