Bilingual Specialist, Assisted Housing (Position can be located anywhere in Canada)

Join the Client Operations Team, where we make housing affordability solutions easy. In this role, as a member of CMHC’s social and affordable agreement management team, you will ensure that CMHC's risk exposure is minimized in support of the development, management and maintenance of the Federal Community Housing Initiative Phase 2 (FCHI-2) through in-depth analysis of files.

This is a temporary position with a duration of 12 months.  

Responsibilities: 

•    Perform in-depth analysis of housing provider documentation and funding requests.
•    Analyze and maintain complex information critical to decision-making and to the development of reports related to program outputs and outcomes, identify gaps and take steps to ensure they are rectified.
•    Prepare reports, presentations and briefing materials, and participate in or lead national teams that shape functional policies, products and processes.
•    Work closely with various professionals (from other CMHC business lines) and external experts to validate and verify facts and data that can have an impact on recommendations and financial decisions.
•    Provide expertise and advice on FCHI-2 and related policies, procedures or services, ensuring that recommendations support CMHC's business and values.
•    Coordinate all intake and assessment activities and related policies and procedures relevant to the successful operation of FCHI-2.
•    Establish and maintain meaningful relationships with clients, in addition to other relevant stakeholders, to gain a thorough understanding of the operations and environment and facilitate reviews and analysis of documents.
•    Manage risk by exercising prudence and due diligence while reviewing and approving FCHI-2 funding requests, monitoring the quality of housing project files and reviewing key performance indicators.
•    Leverage financial and policy authorities to recommend exceptions, when applicable, while managing CMHC’s risk exposure and meeting client needs.

Minimum Qualifications
•    Undergraduate degree in business administration or commerce, with a concentration in accounting, finance or property management.
•    Minimum of three years experience in program delivery.
•    Superior analytical and problem-solving skills with demonstrated ability to capture and synthesize information.
•    Strong knowledge of procedures, policies and risk management.
•    Ability to persuade, influence and/or negotiate with others to gain acceptance of proposals or plans.
•    Understanding of the implications of public policy and political environment on federal/provincial Housing programs.
•    Good organizational skills, including project management and the ability to undertake and complete multiple concurrent tasks.
•    Knowledge and understanding of CMHC housing programs, financial and property management, and social and affordable agreement management principles and processes.
•    In-depth knowledge of how to analyze less complex revenue-producing properties.

•    Bilingualism (French and English). Proficiency in the French language only may be considered.
