Request for Proposal - Indigenous urban community justice programs - Congress of Aboriginal Peoples

The Congress of Aboriginal Peoples (CAP) is the national voice of off-reserve status and non-status Indians, Métis, and Southern Inuit Aboriginal Peoples. It is one of five National Indigenous (representative) Organizations recognized by the Government of Canada and it represents the interests of its provincial and territorial affiliate organizations. CAP advocates for inclusive policies to reduce disparities and improve socio-economic conditions of its constituency.

Statement of Purpose:

We are seeking an experienced research consultant preferably an Indigenous individual or organization with experience in Indigenous Peoples’ and/or Justice issues. This consultant would be engaged to write a report on Indigenous urban community justice programs. The resulting paper and annotated bibliography will be used to inform research and policy objectives for the organization.

Project Description

Description of context

As part of building CAP’s capacity and knowledge base, we are hoping to put together key documents to inform our research and policy objectives on various topics.  In the first part of this paper we would like a literature and program review of urban Indigenous justice programs that provide alternatives to incarceration and reduce the likelihood for recidivism. The following is required: to list current available programs across Canada and assess eligibility criteria such as can non-status people access these services.

The second part of this research paper will highlight next steps and recommendations for future research on urban community justice programs. How can research explore and examine program development. For example: how successful are urban community justice programs that target social factors (housing, employment, mental health supports etc.), best practices to integrate culture into the prevention programs, and how successful are prevention programs that include wraparound services into their development?

Key components

  1. Research report (including literature review, data analysis/presentation, and discussion)
  2. An annotated bibliography of the relevant literature
  3. A 1-2 page plain language summary of findings for public dissemination
